During the second day of evidence at Stamford Superior Court, ex-Norwalk elections official Ellen Wink's 911 call—lasting over five minutes—was played as jurors heard her rambling account—saying she shot her tenant Kurt Lametta after he came after her while she cleaned 16 Nelson Ave on January 20.

The Connecticut Senate approved a $55.8 billion two-year budget Tuesday that now heads to Gov. Lamont for his expected signature — legislators may adjust it before the session ends Wednesday to address issues with a hospital tax increase.

The plan increases funding for child care, education and social services while easing spending controls to support local programs.

Gov. Ned Lamont will sign a two-year $55.8 billion budget and an energy law that is expected to cut electric bills by about $200 a year and save consumers $800 million over the next three years.

He said the energy law is only a first step—more actions to lower rates are planned.
